Why are Scots so damned charming? Maybe it's the haggis, maybe it's the tartan, but whatever it is, the Fratellis are three of the winningest blokes from Glasgow we've come across since Franz Ferdinand jumped the pond. Their debut album -- particularly the first half -- is full-to-bustin' with punkish (and at times a wee bit country-fried) garage rock so cheeky, so jaunty, so freaking puckish it practically skips out of the pub and onto your MP3 player. Rest assured these boys never have any trouble getting laid or wiggling out of sticky situations. Take notes.
